anyone can ask a question (which costs 50 cents to post), say how much they are willing to pay for the answer, and then registered ‘experts’ will bid to respond. Everyone else will be able to read the questions and responses for free, and add their own comments. If questioners aren’t happy with the response, they can request a refund.
